The Education and Skills Reform (ESR) group drives innovation, reform and policy development based on strategic analysis and evaluation, aligned with external relations for the whole Education system. 


ESR delivers critical policy, programs, and reform to improve outcomes in K-12 schooling and tertiary education. This includes responsibility for policy, evidence and research about effective practice, design, delivering and monitoring of programs in line with that evidence base, and collaboration and partnership with other agencies, governments and organisations. 


We hold responsibility for securing national and state funding for education and skills, distribute funding to non-government schools, deliver education pathways support and improvement, lead data and evidence for the Department, and manage government funded vocational education for NSW. We have a strong focus on equity, including for regional, rural, and remote learners in NSW.


About the role

The Director, Skills Performance and Insights role sits within the Centre for Education Statistics and Evaluation (CESE) reporting to the Chief Data Officer. CESE stands at the forefront of advancing excellence in evidence, insights and policy to support data-driven decision making, so every student learns, grows and belongs in an equitable and outstanding education system. 


As Australia’s first hub for education data and evaluation across early childhood, schooling, training, and higher education, CESE is dedicated to identifying what works best, to ultimately make a difference for all learners.

The Director, Skills Performance and Insights role is responsible for around 65 staff, leading and developing tactical plans and initiatives to deliver data and statistical analysis to support insights to inform decision making in the Skills sector and transitions/pathways in the improvement of school, student and system outcomes.

The role accountabilities will include:

  • Manage the provision of data analytics and insights to support the skills, transitions/pathways and higher education sectors to develop and monitor performance indicators, including Educational Pathways for the Future Reform data linkages, Skills Demand & Shortages modelling, VET Student Voice mechanisms. 
  • Lead data and statistical modelling to derive and support behavioural insight trials, strategic policy business cases and market scenarios, in addition to identifying and supporting risk identification and uplift in student outcomes.
  • Foster a culture which drives and encourages high performance, collaboration, agility and accountability in the delivery of educational outcomes aligned with the division’s and department’s strategy; while modelling and promoting a strong risk culture throughout the business unit in line with the department’s risk management and governance frameworks.

About you

To be successful in this role, you will have:

  • Developed and embed the use of data, analytics, and insights to provide detailed monitoring on business performance and outcomes to lift ongoing performance.
  • Drive a continuous improvement framework across the business and into the wider enterprise to achieve meaningful productivity enhancements through process efficiency and digital solutions.
  • Demonstrated extensive experience at a senior level in the management of a large complex organisation.
  • Knowledge of and commitment to implementing the Department’s Aboriginal Education Policy and upholding the Department’s Partnership Agreement with the NSW AECG and to ensure quality outcomes for Aboriginal people
  • Appropriate tertiary qualifications in a relevant discipline such as economics, education, business, finance, management, social sciences or communications, and/or equivalent knowledge and experience.
  • Hold a valid clearance to work with Children (Working with Children Check) or the ability to obtain one.
  • Demonstrated understanding of and commitment to the value of public education
